Migrate setConnectTimeout(..) to ConnectionConfig setConnectTimeout(..)

setConnectTimeout(..) was deprecated in Spring Framework 6.2 and removed in 7.0. This recipe adds a comment directing users to migrate to ConnectionConfig.setConnectTimeout() on the PoolingHttpClientConnectionManager.
