Move setConnectTimeout(int) to a locally wired ConnectionConfig

Moves setConnectTimeout(int) to the Apache HttpClient ConnectionConfig when the local PoolingHttpClientConnectionManager is used by the HttpComponentsClientHttpRequestFactory.
