Write octal values as decimal

org.openrewrite.recipe:rewrite-static-analysisDevelopers may not recognize octal values as such, mistaking them instead for decimal values. Because a leading zero silently switches the literal to base-8, what looks like 010 actually represents 8, which is a common source of subtle numeric bugs.
