Duplicates typically arise when several distinct annotations are migrated to a single new annotation, such as when both javax.annotation.Nullable and javax.annotation.CheckForNull become org.jspecify.annotations.Nullable. @Repeatable annotations are left alone, as repeating those is meaningful.
