Replace react-scripts start and build scripts with Vite

Rewrites package.json scripts that are exactly react-scripts start or react-scripts build to vite and vite build (tsc --noEmit && vite build when there is a tsconfig.json), and removes the react-scripts eject script, in packages that depend on react-scripts. Packages with craco, react-app-rewired or wrapped start or build scripts are left unchanged, as is the test script.
