Rename REACT_APP_ variables in .env files to VITE_

Renames REACT_APP_* variables in .env files to the VITE_* prefix that Vite exposes to client code, including ${REACT_APP_*} expansions. Variables whose VITE_ name is already defined in the same file are left unchanged and recorded in a data table.
