Add a Vite config to Create React App projects

Adds a vite.config.ts or vite.config.js with the React plugin to each project that uses react-scripts, keeping the Create React App port 3000 and build output folder. Projects that already have a Vite config are left unchanged.

mod run . --recipe=org.openrewrite.react.cra-to-vite.add-vite-config
