Upgrade Quarkus version

Upgrades the Quarkus platform BOM, the quarkus-maven-plugin, the io.quarkus Gradle plugin and the Quarkus versions in gradle.properties, as quarkus update does before it runs any update recipes. A version is never downgraded.
