Add a Quarkus configuration property

Usage
You’ll need the Moderne CLI configured before running the command below.
mod run . --recipe org.openrewrite.quarkus.AddQuarkusProperty --recipe-option "property=quarkus.http.port" --recipe-option "value=9090"If the recipe isn’t available locally, install it with:
