Upgrade Python version in Read the Docs configuration

Update build.tools.python in Read the Docs configuration files (.readthedocs.yaml, .readthedocs.yml, readthedocs.yaml, and readthedocs.yml) to a target version. Only MAJOR.MINOR values older than the target are changed; aliases such as 3 and latest and conda distributions such as miniforge3-latest are left as-is. A target newer than Read the Docs supports is capped at Python 3.14, because an unknown build.tools.python fails the docs build.

The target Python version as MAJOR.MINOR (for example 3.12). Any patch component is dropped; the minor release is the upgrade target.
