Migrate Cluster API Provider OpenStack resources to v1beta2

Change the apiVersion of the OpenStackCluster, OpenStackClusterTemplate, OpenStackMachine and OpenStackMachineTemplate resources served by Cluster API Provider OpenStack to v1beta2. OpenStackServer, OpenStackClusterIdentity and OpenStackFloatingIPPool are still on v1alpha1 and are left alone. This recipe changes apiVersion only. Whatever else this provider reshaped in v1beta2 is defined by the provider rather than by the Cluster API contract, so review the resources it touches against the provider's own migration notes.
