Remove redundant 'use strict' directives from ES modules

Proprietary

ES modules are always strict mode code, so a 'use strict' directive in one has no effect. Removes such directives at the top of the file and of function bodies in files that are evidently ES modules: .mjs and .mts files, and files with import or export statements. CommonJS modules and classic scripts keep theirs.
