Prefer top-level type-only imports over inline type markers

Replaces inline type markers on named import specifiers with a top-level import type, splitting the statement in two where it also binds values. Replicates the autofix of the ESLint rule import-x/consistent-type-specifier-style under its default option, prefer-top-level.
