Use operator-assignment shorthand where possible

Converts assignments like x = x + y into the equivalent operator-assignment shorthand x += y for the arithmetic and bitwise operators +, -, *, /, %, **, <<, >>, >>>, &, ^ and |. Replicates the autofix of the ESLint rule operator-assignment under its default options.
