Require the use of === and !==

Replaces == with === and != with !== when at least one operand is a typeof expression or both operands are literals of the same type, where loose and strict equality are guaranteed to behave identically. All other loose-equality comparisons are left unchanged because the operators can evaluate differently there. Replicates the autofix of the ESLint rule eqeqeq under its default options.
