Enforce dot notation whenever possible

Converts bracket notation property accesses with constant, identifier-safe keys to dot notation. For example, obj["prop"] becomes obj.prop and obj?.["prop"] becomes obj?.prop. Replicates the autofix of the ESLint rule dot-notation under its default options.
