Replace PowerMock runner with JUnit `@RunWith`

Replaces @RunWith(PowerMockRunner.class). If @PowerMockRunnerDelegate(X.class) is present, promotes the delegate runner to @RunWith(X.class). Otherwise, replaces it with @RunWith(MockitoJUnitRunner.class) when the class uses Mockito annotations like @Mock, or removes the @RunWith(PowerMockRunner.class) annotation entirely.
