Change mockito-all to mockito-core along with the Mockito that replaces PowerMock

Changes a declared mockito-all into mockito-core, as mockito-all is a 1.x-only uber jar with no 3.x release to upgrade to. This runs before the PowerMock dependencies are replaced, so that a module which declared mockito-all is seen to declare mockito-core and does not get it a second time.
