Add Spring Boot 4.0 modular starter dependencies

MSAL

Adds the Spring Boot 4.0 modular starter dependencies implied by a module's Spring Boot 3 package usage, without relocating any source. Split out from MigrateToModularStarters so that it can be sequenced ahead of MigrateAutoconfigurePackages when composed into a larger migration.
