Remove test Java parsers provided by the build plugin

The org.openrewrite.build.recipe-library plugin runs tests on Java 25 and adds rewrite-java-25 to the test runtime classpath, so JavaParser.fromJavaVersion() never falls back to the rewrite-java-17 or rewrite-java-21 parsers there.
