Make declarative recipes singletons

org.openrewrite.recipe:rewrite-rewriteAdds the org.openrewrite.Singleton precondition to declarative YAML recipes to ensure they only execute once, even when included multiple times.
Usage
This recipe has no required configuration options. You’ll need the Moderne CLI configured before running the command below.
mod run . --recipe org.openrewrite.java.recipes.DeclarativeSingletonIf the recipe isn’t available locally, install it with:
