Migrate StringEncoder(String) to StringEncoder(StandardCharsets)

Replaces new StringEncoder(charsetName) with new StringEncoder(StandardCharsets.<constant>) for all standard charsets (US-ASCII, ISO-8859-1, UTF-8, UTF-16BE, UTF-16LE, UTF-16).
