Move Bouncy Castle SPHINCS+ classes to pqc.legacy

Bouncy Castle 1.78 moved the pre-standardization SPHINCS+ implementation from org.bouncycastle.pqc.crypto.sphincsplus to org.bouncycastle.pqc.legacy.sphincsplus, to free up the original package for the FIPS 205 SLH-DSA implementation. All types moved unchanged, so this is a straight package rename.
