Add aspectjtools to the AspectJ Maven plugin

Pins aspectjtools 1.9.25.1 on the dev.aspectj:aspectj-maven-plugin, as the AspectJ compiler bundled with the plugin is too old to read Java 25 bytecode. An existing aspectjtools plugin dependency is left as is, rather than being reset to this version.
