Add Jackson 3 jackson-dataformat-cbor for sources that use it transitively

Add tools.jackson.dataformat:jackson-dataformat-cbor to modules whose sources use its Jackson 2 types, but only get com.fasterxml.jackson.dataformat:jackson-dataformat-cbor transitively. Jackson 2 artifacts that are declared directly are upgraded instead.
