Replace InjectFlags with options object

Replaces deprecated InjectFlags enum usage in inject(), Injector.get(), and TestBed.inject() calls with the corresponding options object. For example, injector.get(MyService, null, InjectFlags.Optional) becomes injector.get(MyService, null, { optional: true }).
