Rename getAngularLib/setAngularLib to getAngularJSGlobal/setAngularJSGlobal

Renames the getAngularLib and setAngularLib functions from @angular/upgrade to getAngularJSGlobal and setAngularJSGlobal. The deprecated aliases were removed in Angular 22.
