Angular CDK 21 code changes

The @angular/cdk source changes of the version 21 migration: replaces the removed TemplatePortalDirective and PortalHostDirective with CdkPortal and CdkPortalOutlet in code and templates, renames the removed overlay Sass variables, and finds the removed @angular/cdk/a11y factories and incomplete TestElement implementations. UpgradeToAngular21 includes this recipe.
