Disable explicit LLM prompt logging in Spring configuration files

Change direct true values for prompt/completion logging flags in Spring properties and YAML files to false. Preserve placeholders and Java annotations, including ConditionalOnProperty predicates. Disabling these flags removes diagnostic prompt/completion logs.
