Require the nullability annotation modules in module-info.java
ProprietaryAdds requires static to a module-info.java for each nullability annotation module (JSpecify, Checker Framework qualifiers, JetBrains annotations) that the Java sources in the same source root import, so a modular project still compiles once those annotations are added.
