Migrate @NonNullApi/ParametersAreNonnullByDefault to JSpecify @NullMarked
io.moderne.nullability.MigrateNonNullApiToNullMarkedio.moderne.recipe:rewrite-nullabilityReplaces an existing package-level "non-null by default" convention with the JSpecify @org.jspecify.annotations.NullMarked annotation so that NullAway recognizes the null-marked scope. Converts @org.springframework.lang.NonNullApi, @org.springframework.lang.NonNullFields, @javax.annotation.ParametersAreNonnullByDefault, and @jakarta.annotation.ParametersAreNonnullByDefault (on package-info.java package declarations and on type declarations), collapsing the Spring @NonNullApi/@NonNullFields pair to a single @NullMarked. Idempotent and Java only.
