Analyze COBOL routing target sources

Inventory target operands of COBOL CALL and CICS LINK, XCTL, LOAD, START and RETURN TRANSID. Distinguish literal operands, recorded literal assignments and sources that other writes can change. Literal assignments are collected across the program. They do not establish the target at a call, initialization, a complete runtime target set or an approved allowlist. Compiler name mapping is not inferred. The recipe reports source evidence without changing code or declaring an unchecked route vulnerable.
