Migrate VRFRouteConfiguration community to communities

Promote the deprecated scalar spec.community of a Das Schiff VRFRouteConfiguration to the spec.communities sequence that replaces it. The operator's webhook rejects a resource that sets both, so one that already does is reported rather than merged.
