Use the Scala 2.13 builds of Kafka

Kafka 4.0 dropped Scala 2.12 (KIP-751), so kafka_2.12 and kafka-streams-scala_2.12, and the older Scala builds, have no 4.x release. Switch them to their _2.13 artifacts, keeping the version, which Kafka has published for Scala 2.13 since 2.4.
