Remove the Tomcat exclusion in modules using Undertow

Projects that replaced Tomcat with Undertow exclude spring-boot-starter-tomcat. Remove that exclusion, from Maven dependencies and Gradle dependencies or configurations alike, in modules that depend on spring-boot-starter-undertow, directly or through a parent or another dependency, as the Undertow starter is going away.
