Add spring-web where spring-boot-starter-json brought it in

In Spring Boot 3, spring-boot-starter-json depended on spring-web; in Spring Boot 4 it no longer does. Modules that declare spring-boot-starter-json without a web starter and use org.springframework.web types get spring-web added directly.
