Add the Spring Boot 4 modules of the referenced Spring Boot types

Adds the Spring Boot 4.x starters, or modules where no starter is published, that the Spring Boot types a project references belong to. This covers projects on Spring Boot 3 or earlier, whose types are first mapped to their Spring Boot 4 names, and projects on spring-boot-starter-classic or spring-boot-starter-test-classic, which bring in every module. A module used only from test sources is added in test scope, a starter is skipped when another starter added alongside it already includes all of its modules, and modules that are still on the classpath are not added again. On the classic starters, run this after they are swapped for the minimal spring-boot-starter and spring-boot-starter-test.
