Qualify bound type references

Preserve original type identity with global qualification in supported explicit type positions: constructor types, typeof, casts, and variable/parameter declarations. Leaves other positions, unresolved references, aliases, generics, nested types, and conditional snapshots for manual review unless exact unconditional-method admission is explicitly enabled. Apply before changing target frameworks.

Opt in only with an exact SourcePath. Qualify supported bound type positions in uniquely matched, byte-identical methods outside every conditional region. Conditional imports/declaration headers and source shadows refuse admission.
