Produces one row per .NET Framework project, classic or SDK-style: its application type, whether it uses packages.config and COM references, whether it can migrate to modern .NET or is pinned to Framework and why, and the Framework-only APIs its code uses. Marks the project files that cannot migrate. Changes nothing.
