Make an existing fixed 16-byte AES-GCM tag size explicit

Add an explicit 16-byte tag size to a closed AesGcm local whose byte-array Encrypt and Decrypt calls all use stable local arrays allocated with length 16. Preserve the existing key, lifetime and tag width; skip escapes, tag rebinding, identity inspection and unproven calls.
