Use fixed-time equality for a bounded byte comparison helper

Replace a canonical length-check/byte loop with CryptographicOperations.FixedTimeEquals, retaining the existing both-null/one-null guards and method signature. Require two explicitly declared byte-array parameters, resolved Boolean method/parameter symbols and the exact pure comparison shape. Opt-in; leave other loops, comments, side effects, ref parameters and conditional snapshots unchanged.
