Use AES for initialized Rijndael locals with fixed block-size reads

Port closed plain RijndaelManaged locals whose initializer establishes literal BlockSize 128 before IV, and whose later block-size uses are reads only. Preserve setter order, FeedbackSize 128, key/IV evaluation and lifetime. Reject later geometry writes, other widths, escapes, cleanup, captures and conditional snapshots. Existing conservative Rijndael recipes retain their bounds.
