Use AES for a closed plain Rijndael local with its existing 128-bit block size

Replace a closed parameterless RijndaelManaged plain local with Aes.Create and retain FeedbackSize128 before caller configuration. Reject every BlockSize reference, initialization, escapes, captures, identity and cleanup. Keep lifetime, key/mode/padding/format and member evaluation unchanged. Opt-in modern-.NET compatibility port.
