Use the ACL factory for secured named-pipe servers

Opt-in Windows port of resolved eight-, nine- and ten-argument NamedPipeServerStream security constructors to NamedPipeServerStreamAcl.Create. Preserve original argument nodes/order and the same PipeSecurity, buffers, options, inheritability and access rights; the shorter overload defaults match the factory defaults. Skip other constructors, initializers, named/commented syntax, deferred contexts and unsafe conditional snapshots. No ACL policy choice, Framework CAS/native-failure emulation or Unix support. Standalone, not in version composites.
