Review legacy HMAC default selection and HashName configuration

Find resolved parameterless HMAC.Create() calls and simple writes to the BCL HMAC.HashName property. Modern .NET rejects default factory creation and restricts HashName reconfiguration. Preserve executable code, keys, algorithms, lifetime and failure policy for application review. Leave named/other factories, property reads, compound assignments, lookalikes, unresolved operations and conditional snapshots unchanged. Opt-in review recipe.
