Review legacy CryptoConfig FIPS policy reads

Find resolved BCL CryptoConfig.AllowOnlyFipsAlgorithms references outside intrinsic nameof contexts. Framework can consult configured policy while modern .NET returns false. Preserve executable code, algorithm choices, environment overrides, caching and failure handling for review. Qualified, aliased and static-import reads are supported; unrelated properties, lookalikes, unresolved references and conditional snapshots remain unchanged. Opt-in review recipe; no policy is selected.
