Review CSP container identity and RSA key persistence

Find resolved RSACryptoServiceProvider constructors taking CspParameters, simple CspParameters.KeyContainerName writes and RSACryptoServiceProvider.PersistKeyInCsp writes. Preserve all executable code: container names are not raw key material and a default factory does not preserve provider/container/persistence behavior. Leave reads, other constructors, lookalikes, unresolved APIs and conditional snapshots unchanged. Opt-in review; no key-storage policy is selected.
