Replace SOAP hex parsing with an empty-array fallback

Replace a closed SoapHexBinary.Parse local returned through Value inside a RemotingException catch returning new byte[0]. Preserve Framework whitespace filtering, null propagation and fresh empty arrays with a private Convert.FromHexString helper. Only simple method locals, parameters and literals qualify; other parse flows remain for review.
