Remove reviewed modern constrained-region preparation
ProprietaryRemove resolved standalone RuntimeHelpers.PrepareConstrainedRegions() statements only after explicit review that every consumer uses modern .NET, where this BCL method is empty. Preserve try/finally, allocations, attributes and neighboring statements. Keep comments, embedded calls, unknown symbols and conditional snapshots. Standalone opt-in; never infer that Framework CER guarantees are unnecessary.

Confirm every consuming compilation, including linked/shared source consumers, uses the modern .NET 5+ BCL implementation and does not rely on Framework CER preparation. Missing project metadata is not proof; this explicit attestation is required even for standalone source.
