Use ContextMenuStrip for a local context menu

Migrate a local ContextMenu and fresh literal-caption MenuItem locals when every reference is accounted for by declarations, unused-parameter click lambdas, MenuItems.Add, and one Show(Control, Point) call in the same block. Escapes, reassignment, other menu/item operations, shared items, conditional branches, and unresolved symbols are left unchanged.
